fa سیاست مشترک کشاورزی اتحادیه اروپا و پیامدهای آن بر توسعه فضایی- اقتصادی نواحی روستایی عمومى General پژوهشي Research <span style="font-size:14px;"><span style="font-family:yekanYW;"><span style="direction:rtl"><span style="unicode-bidi:embed"><b><span lang="FA">هدف: </span></b><span lang="FA">بررسی پیامدهای سیاست مشترک کشاورزی اتحادیه اروپا بر توسعه فضایی-اقتصادی نواحی روستایی از سال 1962، با هدف درک عمیق‌تر تأثیرات آن بر ساختار اقتصادی، اجتماعی و فضایی این مناطق.</span></span></span><br> <span style="direction:rtl"><span style="unicode-bidi:embed"><b><span lang="FA">روش پژوهش: </span></b><span lang="FA">این مطالعه با رویکرد کیفی و روش تحلیل اسنادی انجام شده است. چارچوب نظری پژوهش بر مبنای نظریه توسعه فضایی یکپارچه با تمرکز بر رویکرد توسعه پایدار کشاورزی و روستایی استوار است، که به دنبال ایجاد تعادل بین ابعاد اقتصادی، اجتماعی و محیط‌زیستی توسعه روستایی است.</span></span></span><br> <span style="direction:rtl"><span style="unicode-bidi:embed"><b><span lang="FA">یافته‌ها: </span></b><span lang="FA">اصلاحات متعدد در سیاست مشترک کشاورزی، تغییرات قابل توجهی در الگوهای فضایی کشاورزی، ساختار اقتصادی روستاها، و توزیع جمعیت ایجاد کرده است. این سیاست نقش مهمی در بازآرایی فضایی- اقتصادی نواحی روستایی داشته، اما چالش‌هایی نظیر نابرابری‌های منطقه‌ای و مهاجرت روستایی همچنان باقی مانده است؛ از یک سو، به بهبود بهره‌وری کشاورزی، حفاظت از محیط زیست، و تقویت زیرساخت‌ها کمک کرده، اما از سوی دیگر، توزیع نابرابر یارانه‌ها و تمرکز بیش از حد بر تولید در برخی مناطق، موجب تشدید نابرابری‌های منطقه‌ای شده است.</span></span></span></span></span><br> <span style="font-size:12pt"><span style="direction:rtl"><span style="unicode-bidi:embed"><span new="" roman="" style="font-family:" times=""><span style="font-size:14px;"><span style="font-family:yekanYW;"><b><span lang="FA">نتیجه‌گیری: </span></b></span></span><span lang="FA" style="font-size:11.0pt"><span b="" mitra="" style="font-family:"><span style="font-size:14px;"><span style="font-family:yekanYW;">این پژوهش بر ضرورت اتخاذ رویکردی یکپارچه و متوازن در سیاست‌گذاری توسعه روستایی تأکید می‌کند. چالش‌هایی مانند تغییرات اقلیمی و رقابت جهانی، ضرورت بازنگری در این سیاست را افزایش داده است. توجه بیشتر به نوآوری، دیجیتالی شدن کشاورزی، و تقویت زنجیره‌های ارزش محلی برای افزایش تاب‌آوری اقتصادی نواحی روستایی ضروری است. سیاست مشترک کشاورزی، علی‌رغم دستاوردهای قابل توجه، نیازمند اصلاحات مداوم برای تطبیق با شرایط متغیر است.</span></span></span></span></span></span></span></span> <span style="font-size:14px;"><span style="font-family:Times New Roman;"><b>Objective</b>: To investigate the consequences of the common agricultural policy of the European Union on the spatial-economic development of rural areas since 1962, with the aim of a deeper understanding of its effects on the economic, social, and spatial structure of these areas.<br> <b>Methods</b>: This study was conducted with a qualitative approach and document analysis method. The theoretical framework of the research is based on the theory of integrated spatial development with a focus on the approach of sustainable agricultural and rural development, which seeks to balance the economic, social, and environmental dimensions of rural development.<br> <b>Results</b>: Numerous reforms in the common agricultural policy have created significant changes in agricultural spatial patterns, the economic structure of villages, and population distribution. This policy has played an important role in the spatial-economic reorganization of rural areas, but challenges such as regional inequalities and rural migration still remain. On the one hand, it has helped to improve agricultural productivity, protect the environment, and strengthen infrastructure, but on the other hand, the unequal distribution of subsidies and excessive focus on production in some areas have exacerbated regional inequalities.<br> <b>Conclusions</b>: This research emphasizes the necessity of adopting an integrated and balanced approach in rural development policy-making. Challenges such as climate change and global competition have increased the need to review this policy. Greater attention to innovation, digitization of agriculture, and strengthening of local value chains is necessary to increase the economic resilience of rural areas.
